WIPO China: Geographical Indications Promote Brand Building and Sustainable Development, a Way Out in the Post-pandemic Era (Ⅳ)

  6月26日,世界知识产权组织中国办事处主任刘华受邀出席2022中国国际地理标志品牌合作大会致开幕辞。

  On June 26, Liu Hua, Director of the World Intellectual Property Organization (WIPO) Office in China, attended the 2022 China International Conference for the Cooperation of Geographical Indication Quality Brands and delivered an opening speech.

  刘华表示,在百年大变局与疫情大流行交织重叠的背景下,世界充满不确定性。但是,知识产权发挥着愈加重要的作用,推动着经济复苏与可持续发展。产权组织作为联合国负责知识产权事务的专门机构,提供五套通往知识财富之门的金钥匙,包括政策协调、注册体系、数据库体系、合作平台以及能力建设。

  Liu Hua noted that against the background of centenary changes intertwined with the pandemic, the world is full of uncertainties. However, intellectual property (IP) is playing an increasingly important role in driving economic recovery and sustainable development. As an United Nations agency for IP, WIPO provides five sets of keys to the door of golden knowledge assets, including the policy forum, registration systems, databases, cooperation platforms and capacity-building platform.

  刘华指出,地理标志是一项重要的无形资产和知识产权类型。作为关键的品牌建设工具和质量与真实性的标志,地理标志可以帮助消费者区分和追溯产品的产地并确认其品质,并促进经济、社会及文化的发展。产权组织致力于推动地理标志的国际保护。在马德里国际商标注册体系下,地理标志可以集体商标和证明商标的形式申请注册保护。原产地名称和地理标志里斯本体系则为地理标志的注册保护提供更为直接的途径。产权组织还通过举办两年一次的地理标志全球专题讨论会增进各国对地理标志保护与运用的认识。

  Liu Hua pointed out that geographical indications (GIs) are an important form of intangible asset and intellectual property. As a key branding tool and a sign of quality and authenticity, GIs help consumers distinguish and trace the origin of products and confirm their quality, and contribute to economic, social and cultural development. WIPO is committed to promoting the international protection of GIs. Under the Madrid International Trademark Registration System (Madrid System), GIs can obtain registration and protection in the forms of collective marks and certification marks. The Lisbon System of International Appellations of Origin and Geographical Indications (Lisbon System) provides a more direct channel for the registration and protection of GIs. WIPO also organizes biennial Worldwide Symposiums on Geographical Indications to enhance the awareness of the protection and application of GIs across the globe.

  刘华强调,近年来中国在地理标志保护方面取得了突出成绩。截至2021年底,中国已累计注册地理标志商标6562件,认定地理标志保护产品2490个。值得注意的是,中国国家知识产权局2021年发布的《地理标志保护和运用“十四五”规划》明确强调加强地理标志品牌建设、发展地理标志特色产业。刘华表示,地理标志正为中国的乡村振兴与可持续发展注入源源不断的动力。展望未来,产权组织期待中国早日加入里斯本体系,并希望有更多来自中国的地理标志产品通过产权组织的全球注册体系走向世界。

  Liu Hua highlighted the achievements China has made in protecting the GIs in recent years. By the end of 2021, China had registered a total of 6,562 GI trademarks and recognized 2,490 GI-protected products. It is worth noting that the 14th Five-Year Plan for the Protection and Application of Geographical Indications issued by China National Intellectual Property Administration in 2021 expressly emphasizes the strengthening of GI brand building and the development of GI industries. Liu Hua said that GIs are providing a constant impetus for China's rural revitalization and sustainable development. Looking ahead, WIPO looks forward to China's early entry into the Lisbon System and hopes that more geographical indication products from China will go global through WIPO's global registration system.

  2022中国国际地理标志品牌合作大会由中国国际贸易促进委员会和河北省人民政府联合主办。产权组织中国办事处顾问文学受邀介绍讲解地理标志的国际保护以及产权组织里斯本体系。会上,学者、企业家以及机构代表围绕地理标志的品牌建设与“走出去”战略展开了讨论。此外,大会还为国内外多家采购商、地理标志企业提供了展览及合作洽谈的平台。

  The 2022 China International Conference for the Cooperation of Geographical Indication Quality Brands was co-hosted by China Council for the Promotion of International Trade and the People’s Government of Hebei Province. Wen Xue, Counsellor of the WOC also made presentation on the international protection of GIs and the Lisbon System of WIPO. At the conference, representatives from academia, enterprises and institutions discussed the brand building and "Going Global" strategy for GIs. In addition, the conference also provided a platform for domestic and international buyers and GI enterprises to exhibit and discuss cooperation.
